 3.8 was not expected to be released at all, it was decided to make this
 intermediate release because the
 work needed to complete the work for 4.0 is taking much longer than
 anticipated but postponing the release
 of the GUI further was not an option given the strong demand for it.

 ITSOL is on the 4.0 branch so as 4.0 is postponed ITSOL is postponed as
 well :(
