 Building arpack, as part of an effort to install octave-devel, yields the
 following:

 build gfortran-mp-4.8: fatal error: no input files; unwilling to write
 output files
 }}}

 See log, attached. Slightly off-topic (sorry), it's been a frustrating
 process as I already have had to install an old version of SuiteSparse due
 to #39072.
