 About comment:2, publicly available information (e.g.
 [https://github.com/mxcl/homebrew/issues/20431#issuecomment-19357685
 here]) indicates that XCode on Mavericks no longer installs /usr/include/.

 Public (non-NDA) information from Apple, e.g.
 [https://developer.apple.com/osx/whats-new/ XCode What's New], says that
 the developer tools in Mavericks installs on-demand, i.e. there is no
 longer a separate step to "install the command line tools".

 Perhaps the the success in comment:4 comes from having /usr/include/
 installed by some previous version of OS X or XCode?
