 This patch makes numerous changes to the AtomicParsley portfile,
 including:

  * indicates that it is under the GPL-2 license or later
  * rewrites master_sites to avoid redirects
  * uses -arch flags
  * adds a universal variant
  * uses the right compiler (fixing #35682)
  * patches in the patch phase not the build phase
  * uses the correct locale in the reinplace
  * removes an unnecessary directory creation in destroot

 If there are no objections I'll be happy to commit this for you.
