 Thanks, that put the `tclConfig.sh` in
 `/System/Library/Frameworks/Tcl.framework`, so

 {{{
 ./configure --with-tclpackage=/Library/Tcl \
 --with-tcl=/System/Library/Frameworks/Tcl.framework \
 --with-tclinclude=/System/Library/Frameworks/Tcl.framework/Headers
 }}}

 worked for me.
