 In my case the problem was that the Xcode command line tools weren't
 installed.

 Apparently after doing the update from OS X 10.8 to 10.9 the old Xcode 5
 is still OK, but the command line tools have to be re-installed.

 After installing the Xcode command line tools by typing {{{xcode-select
 --install}}} in the terminal everything works.
