I am getting a "Dependency 'gettext' not found" when trying to install
rsync or gnutar on OS X Mavericks:

Comment:
Sounds like #40967. Make sure you've [ProblemHotlist#xcode-eula agreed to
the Xcode license agreement], then run selfupdate again.
