 I think it prevents gettext from building the tests and examples?
 Presumably this was done to save time, since I guess the tests and
 examples don't end up getting used. Or maybe 7 years ago when the patch
 was added there was an error building the tests and examples. If it
 doesn't increase the build time significantly you can remove the patch.
