 Patch updates the R port to version 3.0.2 (released 25/09/2013). Diff also

 (1) readds an atlas variant for the BLAS (since the atlas port reappeared)

 (2) enables testing R and includes a tests variant which installs the
 tests for later use (see #40516)

 (3) adds a text editor modeline to the Portfile (also #40516)
