 Mavericks and remind user to reinstall XCode command-line tools.

 And it'll do exactly that starting with 2.3.

 MacPorts requires the Command Line Tools – trying to run MacPorts without
 the command line tools is an unsupported configuration, and many ports
 will fail to build without them. There's not much we can do about that
 except what has already been done and will be released in 2.3.
