New description:
I seem to be running into this on many ports when trying to upgrade them.
The download takes a few hops to find a hit, then tries to install and
fails on a missing /usr/bin/gnutar.
This seems to have occurred after installing the latest XCode command-line
tools. /usr/bin/gnutar no longer exists.
selfupdate hasn't provided a fix.

After upgrading to Mavericks (or any new version of OS X), you need to
reinstall MacPorts. Please read MavericksProblems and wiki:Migration.
