 Following the problem hotlist, I tried using gcc:

 {{{
   522  sudo port clean ircii-classic
   523  sudo port install ircii-classic configure.compiler=llvm-gcc-4.2
 }}}

 With vastly fewer compiler issues, it still would not link.

 Link error looks like termcap versus terminfo.
