 See comment:17:ticket:43480. The port fails to build when it noticed that

 This module requires Module::Build to install itself.
   Install Module::Build now from CPAN? [y] y
 ...
 }}}
 But the weird thing is that it actually fetches modules from CPAN and then
 fails to create a new dir somewhere in `${prefix}` due to permissions
 problems.

 Probably by far the best/easiest option would be to simply remove support
 5.8. I don't think that we really need it any longer.
