 a working command is:
 {{{
 xmlcatalog /opt/local/share/xml/docbook/4.3/catalog.xml "-//OASIS//DTD
 DocBook XML V4.3//EN"
 }}}

 /opt/local/etc/xml/catalog includes <nextCatalog
 catalog="/opt/local/share/xml/docbook/4.3/catalog.xml" />, so I'm not sure
 why it doesn't work as expected.
