 It seems that this is still an issue with OpenMPI (and MPICH). I don't
 know if it's something worth fixing since neither upstream project wants
 to support it. There is a comment in the OpenMPI portfile that says:

 # TODO: Improve universal.  The only issue is with
 ${prefix}/include/openmpi/mpif-config.h
 #       It requires preprocessing, so it will work with #include
 directives
 #       but not if clients use INCLUDE
 }}}
