 Outbound 873 is blocked on my network, and there's nothing I can do about
 it.  So I tried to use the tarball:

 flamingo:~ joliver.sa$ tail -2 /opt/local/etc/macports/sources.conf
 #rsync://rsync.macports.org/release/tarballs/ports.tar [default]
 https://distfiles.macports.org/ports.tar.gz [default]

 But:

 flamingo:~ joliver.sa$ sudo port -d selfupdate
