 harfbuzz is a dependency of harfbuzz-icu, so MacPorts should have upgraded
 harfbuzz before upgrading harfbuzz-icu. However, if harfbuzz-icu was
 upgraded due to rev-upgrade, then that would not necessarily have
 happened, because of a bug, which will be fixed in MacPorts 2.3.0.
