 I a small change in the Portfile.

 It is more consistent to purge the `fetch-crl` state files only when that
 utility is uninstalled.  It might be reasonable to purge only the state
 files related to certificates installed by this port (**not all**) on
 uninstall. But this requires implementing such feature into `clean-crl`
 (proposed to the author).
