 OK; seems like something hosed that part of your MacPorts install.  Did
 you upgrade to a new OS on a new boot drive and then migrate your login &
 other stuff over?

 Anyway, try this:
 {{{
 sudo port -f deactivate qt4-mac
 sudo port activate qt4-mac
 }}}
 and see if those files are back.
