 I'm testing this now. Did you make sure to make the the -p change to the
 following plist:

 /System/Library/LaunchDaemons/com.apple.taskgated.plist

             <key>ProgramArguments</key>
             <array>
                     <string>/usr/libexec/taskgated</string>
                     <string>-sp</string>
             </array>
