2.0.x, whereas 2.2.0 has a different interface, and the dependencies may

From the libxc web-page they claim that the interface is the same, only
the placement of the fortran library is in a separate library (now linking
with -lxcf90 -lxc, instead of -lxc). So I guess it should be fine to allow
the compilation against 2.1+ as well?
