Comment:

 `webpy` code does not look like being Py3 compatible. It provides only a
 dated release with little to no active development. So Py3 compatibility
 in not very probably and not documented for the moment. Just let us know
 if you think this assumptions are wrong.

 Py3 must be implemented upstream, therefore I am closing this ticket.
