 If this is a build failure, then we don't need to increase the port's
 revision.

 I see we do have [http://packages.macports.org/libpcap/?C=M;O=D binary
 packages for libpcap]; perhaps the bison on Snow Leopard and newer is new
 enough, but the one on Leopard (which this user is using) and earlier is
 too old, in which case declaring the dependency is a good idea.
