 I have/had the same problem.  To fix:

 locate libintl.la (or find / -name libintl.la)

 I found one in /usr/local/lib from 2009--dunno what I installed then.  I
 can send to maintainer for testing.

 mv /usr/local/lib/libintl.la /usr/local/lib/libintl.la.SAVE

 sudo port clean openjade

 sudo port upgrade openjade  # works now
