 The two went hand in hand. In r122082, to fix #44323, I added a patch to
 fix problems with 5 headers. Updating the modification time of those files
 caused the build system to believe it needed to regenerate the
 corresponding documentation. Besides being an unnecessary waste of time,
 this failed to run properly, so I added the pre-patch block to save the
 files' mtimes and the post-patch block to restore them. When the patch was
 removed in r124479 and r124557, because it was integrated upstream, that
 made the pre-patch and post-patch code unnecessary which is why it was
 removed at the same time.
