 installs have to be updated to 3.0.7 before moving to 3.2.0.

 In that case, we may want to wait awhile, since we only just updated to
 3.0.7 in r141570 on 2015-10-21. Let's give users some time to update to
 that first.

 There isn't, other than wiki:howto/InstallingOlderPort. We could refer
 users to that page in the port's notes, which get displayed after
 installation.
