 portstartupitem.tcl puts
 {{{
 <key>Debug</key><false/>
 }}}
 into launchd plists. On Yosemite and later, loading such a plist produces
 this message from the OS:

 The Debug key is no longer respected. Please remove it.
 }}}
 We should either unconditionally remove this key, or else if it serves a
 purpose on older systems, conditionally insert it on those older systems.
