 On El Capitan,

 {{{
 sudo port clean optpp
 sudo port install optpp
 }}}

 fails with error message (in main.log):

 {{{
 configure: error: C compiler cannot create executables
 }}}

 Several failures are logged in config.log:

 {{{
 clang: error: argument to '-V' is missing (expected 1 value)
 clang: error: unknown argument: '-qversion'
 ld: framework not found vecLib
 }}}

 Please find attached the log files and note my xCode 7.2 specs:
