 Now that `rakudo` is available, it would be nice to get `panda` working.

 Here's a starting point that doesn't work properly yet:

 Most likely we will have to work with upstream developers to get the
 installer behave in the desired way. For example, the build ends up with

 is in your PATH
 }}}

 (Alternatively we could wait for the official release of `rakudo-star`.
 After all, `perl5` comes with `cpan` and a bunch of essential modules
 included as well.)
