I was unfamiliar enough with perl5.setup that I choose as a first step to
add the proc perl5.create_variants as a standalone proc.

At some point I imagined perl5.setup would be extend to create subports
_OR_ variants based on a Portfile variable, defaulting to current behavior
in the absence of the variable. I currently am not familiar enough with
perl5.setup to provide test cases for it's current functionality so I left
it alone for now.
