 This patch updates the liblo Portfile to use version 0.28. (0.27 was
 skipped because it was considered unstable after release.)

 Tested and works on Mavericks (10.9.5). This fixes an issue with ola which
 can't receive certain osc messages because liblo decodes the blob data
 type wrong. I don't know of other software that's affected.

 (You might want to help me with this, it's my first ticket/patch.)
