Seems to be a problem with your local proxy solution.
MacPorts should just try the next server or attempt a build from source,
though. It might be quicker to get your local admin to relax the
restrictions a little, because the denied file is actually just 512 bytes
of random junk (which happen to form an OpenSSL signature) and not
dangerous at all, and fixing this in MacPorts will at least take until the
next release.
