 I like this better. I recently went through an exercise of converting a
 server from Apache 2.2 to 2.4, and there are some significant
 configuration changes in authorization (see
 http://httpd.apache.org/docs/2.4/upgrading.html). This method gives people
 time to upgrade from Apache 2.2 to 2.4 on their own schedule.
