 It's the zip file: Shapefiles_May2005.zip

 ftp://ftp.crwr.utexas.edu/pub/outgoing/PATINOC/RioGrandeInfo/

 Once uncompressed it's in the directory: Original_Features/

 Note: I realise that the shapefile is in an Equal_Area projection, while
 my target grid (attached) is in a lat-lon projection.
