 I am proposing a gnutls-devel subport. As gnutls 3.3.16 is now using the
 same version of nettle (3.3.1 as of this writing) as gnutls 3.4.3, we can
 install the next stable branch for testing.

 Also attached are several Portfile patches to allow the use of either the
 gnutls or gnutls-devel. The will be others…
