This doesn’t have anything to do with Bison 3.
The configure phase detects the system’s libl.a, but for some reason it
doesn’t tell the build to link with `-ll`.

I don’t know why this worked on the Snow Leopard and Lion buildslaves, but
we shouldn’t allow the build to use the system libl.a anyway. Oddly, it
adds `-lfl` correctly when it detects our flex.
