I was unaware of the feature.

ChangeLog, imho, is completely useless: it is a compilation of the commit
messages, so it's really for people who want to contribute to the sources
of Bison. NEWS, on the other hand, is part of the documentation: it tell
users about the new features, and possible compatibility issues.
