 Some small changes:

 - `+noexceptions` is now the default, and replaced by a `+exceptions`
 variant that restores the traditional build with the redundant/useless
 internal support for exceptions
 - `qtconfig.app` is now built and installed to
 `/Applications/MacPorts/Qt4`
