Comment:

 Added in r134595.

 I've changed the following:
   * provides a dynamic configure.local overrides file that is how this
 custom build system is supposed to be used
   * set way more options previously "autodetected"
   * rename some binaries and man pages via configure.local so that they do
 not conflict with our `man` or `groff` ports
   * fixed universal building by adding `build.env` and declaring a
 `universal` variant beforehand
