 using jpeg-9.

 No idea how likely it is to encounter such images in the wild, but as far
 as I'm concerned the appropriate course of action is clear when the v9
 (and v8!) changes also include things that lead to images that cannot be
 decoded by libjpeg-turbo or mozjpeg.
