 I see libvpx 1.4.0 is available here:

 http://downloads.webmproject.org/releases/webm/index.html

 livecheck didn't see it because it's looking at Google Code, but Google
 Code is being discontinued and no longer permits new files being uploaded,
 which is probably why libvpx downloads have moved elsewhere.
