 GMTK (#46252) needs the C++ bindings for HDF5, which are currently
 available as a variant. It appears not to be possible to depend on a
 variant (#126). So can there be an HDF5 C++ subport (see #48472)? If not,
 what's the proper way to test if the C++ bindings are installed and if not
 report the problem in the GMTK port file?
