 Patch attached for review which
   * updates glabels to version 3.2.1 including gtk3 support
   * updates dependencies as required, including optional dependencies
 barcode and qrencode
   * uses upstream autogen.sh to reconfigure for intltool 0.51
 compatibility
   * updates post-activate processing as required

 Please advise if you have any concerns about committing these changes
