 After #49288, access to the Subversion repository was restored.

 However, the mailing list macports-changes@ does not receive
 notifications. These mails should be generated by a post-commit hook,
 which does not seem to run at the moment.

 Looking at the [https://lists.macosforge.org/pipermail/macports-
 changes/2015-October/thread.html macports-changes archive], mails stopped
 at r141298.

 A successful `svn commit` did not return any error messages.
