 It looks like it might have been the new install of Command Line Tools.
 Apparently, I did not start Xcode to approve the EULA, so the new tools
 weren't installed. I guess there's some weird corner case where certain
 invocations of make in this period fail to launch correctly (maybe waiting
 for an EULA acceptance that never appears?), even though make was working
 fine in the majority of cases.

 Case closed, I guess.
