 The attached patch brings protobuf3-cpp and protobuf3-java up to the
 stable release 3.0.0 that was published about a month ago.

 A few small changes had to be made to the protobuf3-java build to
 accomdate their changed pom.xml and to include the util jar they publish.

 The -DskipTests just prevents tests from being run multiple times since
 test.run is set to yes.
