 As discussed on the mailing list it would be clearer and better to
 separate out the pdo libraries from their related ports. Eg pdo-dblib
 should be separated from php_msssql.

 This means that SQL Server users can still use pdo-dblib in PHP >=7.0 for
 example even though php_mssql has been removed from the language.

 To ensure compatibility going forward the separated pdo libraries should
 be set as prerequisites for the libraries that the are currently bundled
 with.
