 Fatal Error: Can't open module file 'optimal_interpolation.mod' for
 reading at (1): No such file or directory

 seems to be caused by by Octave attempting to build the package in
 parallel.[[BR]]
 {{{optimal_interpolation.mod}}} is required before it is generated.
