I just did a `sudo port selfupdate` after a long time not updating. My
subsequent `sudo port upgrade outdated` failed with the following

There seem to be some similar issues, but they are a few years old whereas
this has happened only recently for me. I tried doing `sudo port clean
--all arpack` but the same thing happened again.
