 VLC and VLC-devel are rather out of date. Version 2.2.2 is the current
 stable version, and 3.0.0 is unstable see #47313, open for 9 months.

 Instead of moving 2.2.2 to stable and waiting for someone to update devel
 to 3.0.0, I have updated devel to the current (release) version of 2.2.2.
